International Megan’s Law to Prevent Child Exploitation and Other Sexual Crimes Through Advanced Notification of Traveling Sex Offenders International Megan’s Law authorizes the creation of an Angel Watch Center within the U.S. Immigration and Customs Enforcement’s Child Exploitation Investigations Unit to oversee the continuation of Operation Angel Watch. Started in 2007, Operation Angel Watch alerts foreign law enforcement partners of the intended travel of convicted registered child sex offenders to their country. And with the passage of this law, the newly created Center will also be able to receive similar information from international partners. Passed Senate, became law 2/8/16.
Justice for Victims of Trafficking Act of 2015 The Justice for Victims of Human Trafficking Act is a bipartisan measure that implements harsher penalties for those engaged in human trafficking and created a dedicated fund for human trafficking victims’ aid. – Passed Senate, became law 5/29/15.
Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2015 The Amy and Vicky Act expands provisions governing mandatory restitution to help the victims of child pornography get restitution from those who profit from their pain. – Passed Senate 2/11/15.
Every Student Succeeds Act of 2015 The Every Student Succeeds Act of 2015 included a provision championed by Senator Toomey, who worked with Senator Alexander to include in the K-12 education reform bill a requirement that states put laws and policies in place to help ensure schools are no longer able to ship child-predators to other school districts. – Passed Senate, became law 12/10/15.
The Adam Walsh Reauthorization Act he Adam Walsh Reauthorization Act substantially improves protections for victims of sexually related offenses. It gives probation and pretrial services officers the authority to supervise conditionally released offenders deemed sexually dangerous; establishes a “Survivor’s Bill of Rights” by expanding access to, and preserving, medical forensic examinations for longer periods of time, while making sure that victims are aware of the status of their examination; and extends the statute of limitations for child survivors of certain sex abuse or human trafficking offenses to file civil lawsuits against the perpetrators from three to 10 years, after the child reaches the age of 18. – Passed Senate 5/23/16.
Backpage Resolution Senator Portman worked with Senator McCaskill to pass a Senate Resolution to hold Backpage.com, an online marketplace that has been connected to nearly three-quarters of all reported suspected child sex-trafficking cases received from tip lines, in contempt and force it to turn over critical information to the Permanent Subcommittee on Investigations needed for it to continue its bipartisan human trafficking investigation. – Passed Senate 3/17/16.

November 2013 – Victim Services Watch on Youtube.com Release of Coordination, Collaboration, Capacity: Federal Strategic Action Plan (SAP) on Services for Victims of Human Trafficking in the United States, 2013–2017 . The White House announced the SAP on January 14. The SAP is a 5-year plan on providing and coordinating services to victims of human trafficking across the Federal agencies. OVA, Civil Rights Unit and Violent Crimes Against Children Section were actively involved in this development of this plan.
